Following the recipe for v1.0.0.0 from MS finally made it work for me: Microsoft Visual Studio Installer Projects Unfortunately we couldn't address all cases of the command line issue for this release as we're still investigating the appropriate way to address them.

What we do have is a workaround that we believe will work for almost all of them.

Considering the high risk of solving the problem, and the fact that Visual Studio Installer projects have been deprecated in Visual Studio 2010 (see “Visual Studio Setup and Deployment Projects”: it is very unlikely that this issue will be fixed.

For this to work, open your Windows Registry with administrative privilege and navigate to the following registry key path: “HKEY_CURRENT_USER\SOFTWARE\Microsoft\Visual Studio.0_Config\MSBuild” for Visual Studio 2012 IDE or, to the registry path “HKEY_CURRENT_USER\SOFTWARE\Microsoft\Visual Studio.0_Config\MSBuild” for the Visual Studio 2013.

If you are using Visual Studio 2015, then the registry key that you have to navigate to is “HKEY_CURRENT_USER\SOFTWARE\Microsoft\Visual Studio.0_Config\MSBuild”.
